ECBREC is a department within the Institute for Fuels and Renewable Energy (IPiEO), a research institute under the Polish Ministry of Economy. The mission of ECBREC / IPiEO is to stimulate development of bioenergy in Poland through research, the development of innovative technologies, the implementation of bioenergy projects, and the support in creating a sound policy framework at all levels. For realising its mission the institute cooperates with representatives of the domestic industry, supports the activities of investors, independent suppliers of energy as well as those of the power industry implementing bioenergy. IPiEO provides assistance to the central government and to municipalities in shaping the strategy and legislation regulating renewable energy utilisation in Poland. IPiEO participates in the transfer of scientific knowledge, pilot programmes and modern technical solutions implementation. IPiEO serves also as Implementation Institution of the Infrastructure and Environment Operational Programme. IpiEO's multidisciplinary team combines experience from the agricultural, forestry and energy sectors, moreover it has experience in European co-operation (both international and bilateral). IPiEO participates in networks:

In the Coach BioEnergy project IPiEO will be Competence Access Centre (CAC) at the field of Biomass provision.
